Historical background
The nattar's composition — drawn from landholding groups within a nadu — has led some historians to characterise Chola local government as an oligarchy of substantial peasant-proprietors rather than either a pure village democracy or a purely top-down bureaucracy, a nuance important for correctly interpreting the Chola local-government inscriptions.
