An intermediate territorial administrative unit or agricultural region comprising multiple villages (ur) governed by a council (nattar).
Historical background
The nadu is considered a key unit for understanding Chola administrative depth — unlike a purely top-down imperial structure, Chola governance operated through a layered hierarchy (ur to nadu to valanadu to mandalam) that historians like Burton Stein have used to argue for a genuinely segmentary, rather than fully centralised, conception of the Chola state.
