Historical background
Paibaqi land functioned as a kind of administrative reserve pool within the jagirdari system, giving the Mughal state some flexibility to reward newly promoted or newly arrived nobles without immediately reassigning land already held by existing jagirdars — though as the empire expanded and the mansabdar population grew, available paibaqi land became an increasingly scarce and contested resource.
