A secret ballot system using palm-leaf tickets drawn from an urn to elect members of village committees (variyams), recorded in the Uttiramerur inscriptions.
Historical background
The Uttiramerur inscriptions describing kudavolai are frequently cited — sometimes with exaggeration — as evidence of an early form of representative, participatory local government in Chola India; more careful readings note the system was restricted to specific eligible landholding groups within brahmadeya villages, not a universal franchise, but it remains a genuinely remarkable early example of formalised electoral procedure.
