Historical background
The Vernacular Press Act's specific targeting of non-English-language newspapers — while leaving English-language papers, mostly controlled by Europeans, unrestricted — made the discriminatory intent of the law relatively transparent even to contemporaries, and Lord Ripon's repeal of the Act in 1882 is frequently cited as one of his more genuinely liberal administrative decisions as Viceroy.
