A circle of neighboring states used as a theoretical framework in Arthashastra diplomacy, or a territorial administrative unit in medieval polities.
Historical background
The Arthashastra's mandala theory — visualising a ring of alternating enemies and allies radiating outward from a king's own state — is one of ancient India's most sophisticated surviving pieces of political theory, and its logic (a neighbouring state is a natural rival, a state beyond that is a natural ally) has drawn comparisons to later European balance-of-power diplomacy.
