The holder of an Iqta assignment, responsible for collecting regional revenue, maintaining order, and providing troops to the Sultan.
Historical background
The iqtadar's dual military-and-revenue authority over their assigned territory made effective central oversight genuinely difficult — a powerful iqtadar with an established territorial base could, and periodically did, become a serious rival to the Sultan, making the iqta system simultaneously the Sultanate's essential administrative tool and one of its recurring sources of political instability.
