Understand it like this

The Bill faced fierce conservative opposition (including from within Congress) and was passed only in a series of separate, narrower Acts (1955-56) rather than Ambedkar's originally envisioned single comprehensive code — his frustration with this compromise and its slow, incomplete passage is widely cited as a major factor in his 1951 resignation as Law Minister, making the Bill a key episode for questions on both women's legal status and Ambedkar's own political career.
