Administrative scheme instituted by Robert Clive in Bengal (1765–1772) separating revenue rights (Diwani) from law enforcement (Nizamat).

Historical background

The Dual System's separation of revenue collection (Diwani, held by the Company) from actual administrative responsibility (Nizamat, nominally with the Nawab) is widely blamed by historians for worsening the severity of the Bengal Famine of 1770 — a structural flaw eventually addressed by Warren Hastings abolishing the system in 1772.
