Dhamma-Mahamatra (धम्म-महामात्र)

A special cadre of imperial officers instituted by Ashoka in his 13th regnal year to propagate Dhamma, ensure justice, and promote welfare.

Historical background

Ashoka's creation of this cadre, announced in his Rock Edicts (notably RE V), is often cited as evidence of an unusually activist and ethically-driven state ideology for its time — Ashokan Dhamma was not purely religious but a broader programme of social welfare and moral governance, and Dhamma-Mahamatras were its on-the-ground implementers, extending even to overseeing the welfare of women and marginalised groups.
