Todar Mal's system built on earlier experiments (including Sher Shah Suri's own revenue reforms) but added crucial refinements: careful land measurement (using the standardised Ilahi Gaz), classification of land by fertility/continuity of cultivation (Polaj, Parauti, Chachar, Banjar), and cash-based assessment — together making Mughal revenue collection significantly more predictable for both state and peasant than earlier, more arbitrary systems.
