James Mill's "History of British India" (1817), deeply Utilitarian in outlook, was hugely influential on colonial policy despite Mill never having visited India himself — his harshly critical portrayal of Indian civilisation as static and inferior is widely cited by historians as a foundational text shaping colonial administrative attitudes for decades, and a prime target of later nationalist and postcolonial historiographical critique.
