Historical background
Variyars elected via kudavolai served fixed, rotating terms on specific functional committees (such as the eri-variyam for irrigation), and the Uttiramerur inscriptions even specify disqualification criteria for candidates — including prior financial misconduct — showing a genuinely detailed, rule-bound electoral and accountability process for its time.
