A land revenue system introduced by Lord Cornwallis in Bengal fixing land tax permanently with landlords (Zamindars).

Historical background

The Permanent Settlement's fixed revenue demand, intended to encourage zamindars to invest in agricultural improvement, is generally judged by historians to have largely failed at that goal, instead often producing an absentee-landlord class more interested in revenue extraction than agricultural investment — one of the most consequential and most criticised policy decisions of early colonial rule.
