Historical background
The gopa-sthanika-samaharta hierarchy described in the Arthashastra represents one of the most detailed bureaucratic pyramids surviving from ancient India, and its five-to-ten-village unit size (comparable to a modern gram panchayat cluster) is often cited to argue that Mauryan administration reached genuinely down to the village level, not just the provincial one.
