A royal decree or order issued by a Mughal emperor, carrying the force of law — the primary instrument of Mughal imperial command, widely used for administrative appointments, land grants, and trade privileges (including those granted to European trading companies).

Understand it like this

European trading companies' entire early legal position in India rested on Firmans — the English East India Company's trade privileges at Surat, and later its famous 1717 Farrukhsiyar Firman granting duty-free trade in Bengal, were both purely Mughal grants, not independent rights — a reminder, often tested in exams, that the Company operated within, not outside, the Mughal legal-political framework until well into the 18th century.
