Historical background
This office worked alongside the samaharta and sannidhata in the wider Mauryan revenue apparatus described in the Arthashastra, illustrating how Mauryan administration divided fiscal responsibility across several specialised, mutually-checking officials rather than concentrating it in one hand — an early example of administrative separation of powers.
