Historical background
The August Offer's rejection by both the Congress and the Muslim League — for opposite reasons, Congress wanting more and the League wanting guarantees against Hindu-majority rule — is often cited by historians as an early, clear sign of how difficult reconciling the two parties' demands had become well before Partition became inevitable.
